Jeffrey's vehicle was found unattended with keys in the ignition and still running at 5:50 AM, 3/15/2019 on the Great River Bridge on Highway 34 over the Mississippi River. Jeffrey was last seen wearing dark gray sweatpants and a gray jacket.
