Mr. Shelton’s personal effects, including his vehicle, wallet, and cell phone, were inside his Williams County, North Dakota residence. Mr. Shelton is 61 years old, approximately 5’2”, with brown hair and brown eyes. Mr. Shelton has significant scars on his chest, back, and lower abdominal area. Mr. Shelton has a “Pink Panther” outline tattooed on his upper left arm, with the word “Roach” underneath it.
