Description

Kelvin Bullock was experiencing homelessness at the time of his disappearance. Kelvin had sent a text message to his friend on 07/08/2025 at approximately 5:57 p. m. , asking the friend to call Hays Police. The friend then contacted authorities and requested a welfare check. Bullock's homeless shelter was located in the approximate 1000 Blk. of E. 10th Street, but he was not present. Multiple searches of the area around Bullock's encampment have been conducted, including the use of search dogs, with no success in locating Bullock.
