Witness last saw William Bowman at 2100 hours on 02/28/1990. CHP Officers located subject (02/28/1990 at 2219 hours) matching description provided by witness on the 680 Bridge (between Benicia and Martinez); matching the description, just prior to seeing the subject jump off the bridge.
