Melvin WASHINGTON, during a telephone conversation with his sister on 03/06/1989 between 10:00am and 11:00am, stated that he was going to visit his daughters at his mother's residence in West Philadelphia. WASHINGTON never showed up at his mother's house and was never heard from again.
