Description
Decedent was found foudering in the Atlantic Ocean, near Hillsboro Beach. Removed from the water by Palm Beach County Sheriff's boat, and CPR initiated, to no avail. Decedent believed to likely be Haitian, dropped off in water by boat involved in smuggling operation.
