ACCORDING TO THE INITIAL POLICE INVESTIGATION, THE DECEASED WAS FOUND FLOATING APPROX. , 100 YARDS OFFSHORE, FULLY CLOTHED. Decedent may have been a Haitian Immigrant. Several personal letters in French were found on his person which also included names and contact information for several persons.
